Steven Quartly was born in San Diego in 1971 and raised in the small town of Novato, California. From an early age, he struggled with dyslexia, but with his parents’ support, he found a creative outlet in painting and music. At just 13, he began studying oil painting in an adult class, learning traditional techniques that would lay the foundation for his signature style. He later earned a B.A. in Fine Art from Azusa Pacific University, where he first began merging emotional storytelling with technical skill.
Today, Quartly paints full-time from his home studio in North Tustin, California, just a short drive from the Pacific. He’s known for his textured, impressionistic works created with a palette knife and often inspired by travels through Europe, Hawaii, and the California coast. His scenes range from Mediterranean villages to tropical beach paths and quiet coastal neighborhoods. Each piece captures the color, light, and feeling of a moment in time.
What sets Quartly apart is his personal connection to every step of his process. From painting original oils to hand-embellishing giclée prints himself, he brings a rare level of care and craftsmanship to his work. Viewers often remark on the emotional resonance in his paintings, which he credits to his lifelong love of music, faith, and the daily joys of family life.
Steven’s belief in bringing hope through art is reflected in every brushstroke. Whether it’s an ocean horizon, a flower-filled courtyard, or a golden street at dusk, his work is filled with optimism, movement, and soul.
